Definition:

Providers and staff are not subject to targets, quotas, or incentives for contraception

 

Purpose:

Quality abortion care requires a person-centered approach to the provision of contraception. Instituting targets, quotas, or incentives can lead to coercive provision of contraception, which is a violation of client rights.

 

Indicator Applicability:

Health Facilities

Pharmacies

 

Justification for Inclusion:

Statistical association with client outcomes

 

Quality Threshold:

A point of service is considered as meeting this indicator’s quality threshold if 80% of providers report not being subject to targets, quotas, or incentives for contraception.

 

Data Sources:

  • For health facilities: Health Facility Provider Survey questions HF226 and HF227
  • For pharmacies: Pharmacy Provider Survey questions PH221 and PH222

 

Details:

For health facilities and pharmacies, the proportion of clients who answered with the following response pattern:

 

  1. Response option 2 for question HF226/PH221
  2. Response option 2 for question HF227/PH222
